INSTEAD OF A BAILOUT, CAN DETROIT TRY A DIFFERENT APPROACH?

Why can't the big three merge as a cooperative? Admittedly, I know jack about the inner parts of the industry, but if it works for others (agriculture, lumber, etc.) then why not automobiles?
